Striving Readers

Striving Readers is a discretionary federal grant program authorized for the first time in the fiscal year 2005 education budget. Striving Readers is aimed at improving the reading skills of middle and high school aged students who are reading below grade level.

The goals of the Striving Readers program are to:

Enhance the overall level of reading achievement in middle and high schools through improvements to the quality of literacy instruction across the curriculum,
Improve the literacy skills of struggling adolescent readers, and
Help build a strong, scientific, research base around specific strategies that improve adolescent literacy skills.

The 2005 grant application deadline was November 14, 2005. The 2006 competition has not been announced yet.

What will it fund?

Striving Readers programs are a perfect match to Reading Advantage because they require the inclusion of three key components:

1)

Integrated literacy instruction across the curriculum and the all students in grades 6-12 at the school, including a needs assessment, professional development, and monitoring of student performance.

2) Intensive intervention for students who are reading two or more years below grade level, including limited English proficient students and students with disabilities. The intervention must include an assessment to identify struggling students, a supplementary literacy intervention, professional development, and assessment to monitor student progress.
3) A rigorous experimental research evaluation of the Striving Readers program conducted by an independent evaluator.

Who is eligible?

Striving Readers grants support the implementation and evaluation of research-based reading interventions in Title I eligible schools that serve one or more grades in grades 6-12. Schools may apply individually, with other eligible schools, or in partnerships with state education agencies, intermediate service agencies, institutions of higher education, and public or private organizations with expertise in adolescent literacy or rigorous evaluation. State education agencies may also apply on behalf of schools and may partner with the institutions and organizations listed above.

Funding Level:

$30 million dollars has been awarded for the 2006-2007 school year. President Bush has requested a $70.3 million increase in the Striving Readers budget, bringing the total to more than $100 million.
