Comprehensive School Reform

Comprehensive School Reform (CSR) grants are state-level competitive grants to support the development and adoption of and school-wide instructional reforms based on scientifically-based research and proven to significantly improve the academic performance of participating students.


These programs must provide support for teachers, principals, administrators, and other school staff.  The required program components include:

Proven methods and strategies based on scientifically-based research and replicated successfully in schools;
Comprehensive design with aligned components;
High quality, continuous professional development for teachers;
Measurable goals and benchmarks for student academic achievement;
Support for teachers, principals, administrators, school personnel;
Meaningful involvement of parents and the local community in planning, implementing, and evaluating school improvement activities;
High quality external technical support and assistance from an entity that has experience and expertise in school-wide reform and improvement;
Annual evaluation of the implementation of school reforms;
Coordination of resources with other state and federal funds.

What will it fund?

Comprehensive School Reform funds can be used to defray all costs of any school-wide reform effort which meets the criteria above.  These might include: 

Research-based programs
Technical Assistance
Professional Development and Teacher Training
Reading/Language Arts Programs
Math Programs

Who is eligible?

Public schools, charter schools, and other public schools designated as school-wide Title 1 or in Need of Improvement by the State Department of Education (typically 40% identified as economically disadvantaged).  CSR grants can be awarded to elementary, middle, or high schools.

Funding Level:

$50,000 - $145,000 over a three year period
