Reading First

Reading First is a targeted, competitive grant to help high-need schools and districts establish scientifically-based reading programs in kindergarten through third grade. Reading First provides funds to train teachers in the essential components of reading and to administer screening, diagnostic and classroom-based instructional reading assessments to identify children who may be at risk of reading failure.


The five essential components of effective reading instruction referenced in the grant are:

1.  Phonemic Awareness – the ability to hear, identify and manipulate the individual sounds – phonemes—in spoken words.
2. Phonics – The understanding that there is a predictable relationship between the sounds of spoken language and the letters and spellings that represent those sounds in written language.
3. Vocabulary Development – Development of stored information about the meanings and pronunciation of words necessary for communication.
4. Reading Fluency - the ability to read text accurately and quickly.
5. Reading Comprehension – Strategies for understanding, remembering and communicating with others about what has been read.

What will it fund?

Schools funded under Reading First typically must purchase a scientifically-based comprehensive reading program, proven and effective supplemental programs, professional development, and assessment. Additionally, some funds may be used to fund technical assistance, planning, administrative and reporting activities.

Who is eligible?

Grants are awarded to high-need school districts or consortia of these districts with institutions of higher education, for-profit, public or private non-profit organizations.  Priority is typically given to schools in need of academic improvement, especially in K-3 reading.

Funding Level:

$150,000 - $250,000 per year for 3-6 years is a typical range of awards.
