What Will It Fund?
Even Start funding can be used for implementing instructional programs based on scientifically based research on reading, establishing qualifications for program instructors, tying local program objectives to State indicators of program quality, strengthening evaluation of local programs and their use in program improvement, and authorizing research to find the most effective way of improving literacy among adults with reading difficulties.
Who is Eligible?
Even Start projects must be submitted as a collaboration between a public school system and a nonprofit organization (community-based organization, public agency or community college). Public schools, private schools, and charter schools with a high percentage of children served by Title I are eligible for grants. Priority is given to schools serving a high percentage or large number of children and families with high-needs factors, or in empowerment zones or enterprise communities.
Funding Level
There is a local matching requirement for grants. The annual budget must reflect a ten percent annual decrease each year of the federal grant. First year grants are typically between $300,000 to $500,000.
