J. C. Watts, Jr.

Julius Caesar "J. C." Watts is the Representative of the Fourth Congressional District of Oklahoma.

Born on November 18, 1857, in Eufala, OK, Watts was the fifth of six children. Watts graduated from Eufaula High School in 1976 and attended the University of Oklahoma, where he graduated in 1981 with a B.A. A Baptist, Watts is married to Frankie, and they have five children. The Watts family resides in Norman, OK.

While in college, Watts played quarterback for the Sooners, and in 1980 and 1981 was voted the Most Valuable Player. From 1981–86, Watts started for Ottawa and Toronto in the Canadian Football League. In 1992 he was inducted into the Orange Bowl Hall of Honor.

After returning to Oklahoma in 1987, Watts served as a Youth Minister at Sunnylane Baptist Church in Del City, where he became an associate pastor. He was the president of the Watts Energy Corporation and on the board of directors of the Oklahoma Public Employees Retirement System. In 1990 he was elected to the Oklahoma State Corporation Commission. After serving as chairman, in 1994 Watts was elected as representative from the Fourth Congressional District as part of the Republican wave that took over the U.S. House of Representatives under the leadership of former congressman Newt Gingrich of Georgia.

After being reelected in 1998 with 62 percent of the vote and 2000 with almost 65 percent of the vote, Congressman Watts was selected by colleagues to serve as House Republican Conference Chairman, becoming one of the fastest-rising leaders in the Republican Party. Representative Watts serves on the Armed Services Committee, the Military Personnel Subcommittee, and the Procurement Subcommittee. He is also a member of the Morale, Welfare, and Recreational Panel.
